  45. 7. This document contains information affecting the National Defense of the
  46. United States, within the meaning of the espionage laws, title 18, U.S.C.,
  47. sections 793 and 794. The transmission or the revelation of its contents
  48. in any manner to an unauthorized person is prohibited by law.

  52. 102. Scope.
  53.    a. This publication islimited to the reporting of information of vital
  54. importance to the security of the United States of America, its territories
  55. and possessions, which, in the opinion of the observer, requires prompt
  56. defensive and/or investigative action by the U.S. Armed Forces.

  62.                          CIRVIS  REPORTS
  63.  
  64.                     SECTION 1 ----- GENERAL
  65.  
  66. 201. Information to be reported and when to report.
  67.      (1) immediatley (except over foreign territory--see Art.215 )
  68.       (b) Unidentified flying objects.
  69.  
  70. 205. Precedence (priority of transmission).
  71.   Transmission of CIRVIS reports will be preceded by or include the
  72.    international "URGENCY SIGNAL," military precedence of "EMERGENCY,"
  73.    or "EMERGENCY U.S. GOVERMENT, " as appropriate for the communications
  74. means, system of service employed.

  76. 206. ADDRESSING.
  77.    a. All CIRVIS messages will be multiple addressed to:
  78.   (1) CG, AIR DEFENSE COMMAND, ENT AFB, COLORADO SPRINGS, COLORADO.
  79.     (commanding general, air defense command, ent air force base,Colorado
  80.     Springs, Colorado.)
  81.   (2) SEDEF WASHINGTON D C (SECRETARY OF DEFENSE, WASHINGTON, D.C.) who
  82.       will transmit copies of the reports to the CENTRAL INTELLIGENCE
  83.       AGENCY and other approriate agencies.
  84.   (3) Nearest U.S. Military Command with which communications may be effected.

  86. 208. Acceptance of Responsibility for CIRVIS Reports.
  87.    (a) All military communications activities described in paragraph 206,
  88. when receiving or being asked to relay or deliver CIRVIS reports, shall
  89. accept, forward and/or deliver immediately without question, the contents
  90. of such reports EXACTLY AS RECEIVED by the most expeditious means available,
  91. in strict accordance with the instructions contained herein. All civilian
  92. communications activities will be urged to follow the same procedure.Insofar
  93. as is practicable, military facilities of the United States of America or
  94. those under United States control will be utilized.

  97.    (e) Fixed and mobile military communications facilities, and military
  98. personnel having occasion to handle CIRVIS reports are responsible, and
  99. all civilian facilities and personnel are urged, to lend assistance in all
  100. cases required in expediting CIRVIS reports. Maximum care must be taken by
  101. all persons handling CIRVIS reports to insure positive immediate delivery.

  105.                  SECTION 3   ------ SECURITTY

  107. 209. MILITARY AND CIVILIAN.
  108.    (a) All persons aware of the contents or existence of a CIRVIS report are
  109. governed by the Communications Act of 1934 and amendments thereto, and
  110. espionage laws.

  113.     (2) CIRVIS reports contain information affecting the National Defense
  114. of the United States within the meaning of the espionage laws, 18 U.S. Code
  115. 793 and 794. The unauthorized transmission or revelation of the contents
  116. of CIRVIS reports in any manner is prohibited..
